  Assuming something close to a normal distribution (which may not be technically accurate) I've created ERA++ which is ERA+ adjusted based upon the league COV of ERA+.

(ERA++) = 1 / [1-RefCOV(PF*LgERA)/COV(PF*LgERA) * (1-1/(ERA+))]

When RefCOV(PF*LgERA)=COV(PF*LgERA) then ERA++ = ERA+.
